The Housing Element Update process provides all residents, property owners, and businesses the chance to help guide the future of housing in Lodi. A successful Housing Element will reflect the community needs through 2031. To do this we need YOUR input!

This page has information on upcoming engagement opportunities, including workshops, public meetings, and events.

Ways to Get Involved

Community Workshops

Community workshops can be held in-person or virtually. These workshops provide the opportunity for community members to learn more about the Housing Element Update process, ask questions, provide feedback, and participate in interactive activities that help the Project Team gather input on important community issues.

Online Engagement

At key points in the Housing Element process, the Project Team will post online exercises and surveys. These tools provide an accessible way for residents and stakeholders to provide their opinions from the convenience of their home or office.

Online exercises will be posted here, linked on the home page, and announced via the mailing list. Please don’t forget to sign up!

Planning Commission and City Council Study Sessions

Throughout the Update process the Housing Element Team will hold study sessions with the Planning Commission and City Council to review and discuss the Draft Housing Element Update. These meetings will be open to the public and will include opportunities for public comment.

Public Hearings

There will be two (2) public hearings in the final stage of the Update process, one with the Planning Commission and one with City Council. All elements will be part of these adoption hearings. These meetings will be open to the public and will include opportunities for public comment.

Your comments will be recorded as official public comments as part of the outreach process and will be used to help guide the policy and programs of the Housing Element, Safety Element, Conservation Element, or Environmental Justice Element updates.

City Council Shirtsleeve Session

On Tuesday, September 12, 2023, Mintier Harnish, consultants for the City, made a presentation to the City Council on the Draft Housing Element.

Recommended Action:
Receive a presentation regarding the Draft Housing Element.

Background Information:
The City entered into a contract with consultant Mintier Harnish in 2022 to facilitate the City’s required Housing Element Update, which must be adopted by the end of 2023.

The Housing Element is one of seven required elements of a city’s General Plan, and it provides the local housing guidance and policies for residential growth within a jurisdiction. Specifically, the Housing Element identifies and analyzes a city’s existing and projected housing needs and adopts a plan to preserve, improve, and develop housing for all economic segments of the community. State law requires local governments update their Housing Elements every eight years and specifies what information must be included.

This shirtsleeve study session included an update by the consultants on the Draft Housing Element, and provided an opportunity for the City Council and the public to ask questions and provide input on the Housing Element Update.


Environmental Justice Element: Community Workshop | June 5, 2023

On Monday, June 5th, the City hosted the first outreach event as part of the preparation of the Environmental Justice Element. The first event was a community workshop held at the LOEL Senior Center and included an overview of environmental justice, how environmental justice relates to the General Plan, and opportunities for community members to provide input. 

Environmental Justice Element: Farmer's Market Booth | June 8, 2023

On Thursday, June 8th, the City hosted the second outreach event as part of the preparation of the Environmental Justice Element. This event included a booth at the Lodi Farmer's Market where community members were asked about issues they would address if they were "Mayor for the Day" and had the opportunity to take the Environmental Justice Community Survey. The booth also included informational posters about the Environmental Justice Element and its relation to the General Plan.

On Thursday, June 29th, the City hosted the third outreach event as part of the preparation of the Environmental Justice Element. This event included a booth at the Lodi Farmer's Market where the Project Team presented general themes of public responses received during the first two outreach events. Community members had the opportunity to comment on these themes and to provide additional input by taking the Environmental Justice Community Survey.

Thank you for joining us on Thursday, April 13, 2023, for the second community workshop for the Housing Element Update. The workshop summarized vacant and underutilized sites with potential for housing, as well as sites appropriate for affordable housing, and included opportunities for public input. For those unable to attend in person, the event was livestreamed on Facebook.


Planning Commission Study Session #1: Housing Element Overview
April 12, 2023

On Wednesday, April 12, 2023, the City held a study session with the Planning Commission to discuss the Housing Element Update. The study session included a presentation summarizing the Housing Element process, State requirements, the project schedule, and planned engagement opportunities.

April 11, 2023

On Tuesday, April 11, 2023, City staff made a presentation to the Lodi Improvement Committee on the Housing Element Update. The presentation provided an overview of the Housing Element process, identified where the community can provide input, and promoted Workshop #2.

On Thursday, March 23, 2023, the City held the first Community Workshop for the Housing Element Update to provide an overview of housing elements, State requirements, and the project schedule. The workshop included an introductory presentation, a facilitated discussion, and an opportunity for the public to provide input on housing needs, issues, and opportunities in Lodi.
